The short simple answer is, if you're talking about conventional DVR functionality such as time shifting, renting a DVR from Verizon is the simpliest way to go, and more importantly, you can't save really significant amount of money unless you're willing to make your TV viewing more complicated and (for PC solutions) requiring a fairly high degree of tech knowledge and confidence. That means either renting a FiOS DVR or STB, or renting a CableCARD from Verizon and using it in your own equipment such as a TiVO or a PC with a CableCARD tuner such as one of the Ceton units. So you have to have a device that can decrypt the non-broadcast channels to even watch them no less record them. Virtually all FiOS channels are encrypted, with the important exception of broadcast channels. According to the specs listed, it will only tune over-the-air broadcast channels. The WalMart device would not work with FiOS.
